Ask how many kinds of permit to work exist in Russia and you will not get a number, because of how the rules themselves are built. This page classifies Russian permits by the one thing that decides your paperwork: where the form comes from.
Why is there no single Russian permit form?
No blank valid for all high-risk work has ever been approved in Russia. Each industry act introduces the permit for its own range of work, and either attaches its own form or does not.
The framework act shows this well. The Model Regulation on safety management, Order No. 776n of 29.10.2021, lists high-risk work in its Annex 2, and the words "permit to work" never appear in it. The duty to issue a written permit arrives from the industry rules, not from the framework.
So this article sorts permits by the document itself rather than by the type of work. The work categories themselves are covered in the full list of permit work and the thresholds in when a permit is required.
The four classes of forms
Sort the acts not by industry but by where the blank comes from, and you get four classes. The class tells you what to do: download, adapt or draft.
Class 1: a recommended sample in the labour safety rules. The Ministry of Labour order gives the blank as an annex marked "recommended sample". Work at height: Annex 2 of Order No. 782n. Electrical installations: Annex 7 of Order No. 903n. Construction, reconstruction and repair: Annex 2 of Order No. 883n. Agriculture: the annex to Order No. 746n. Metal coating: the annex to Order No. 776n of 12.11.2020.
Class 2: a recommended sample in the industrial safety rules. At hazardous production facilities the blanks come from Rostekhnadzor. FNP No. 528 alone carries three permits: gas-hazardous work in Annex 2, hot work in Annex 4, repair work in Annex 5. Gas networks have their own blank in Annex 1 of FNP No. 531. The same welding job gets a different form depending on the site.
Class 3: no form, but a mandatory data list. The act demands a permit and provides no blank; instead it lists what the document must contain. Order No. 884n for welding works this way. So does clause 372 of the fire safety rules (Decree No. 1479) for hot work outside hazardous facilities: nine annexes in the decree, none of them a permit form, but a detailed list of required data, from the names of the crew to the daily admission records. You draft the blank yourself and carry the list over word for word.
Class 4: the employer approves the form. The direct case is confined and enclosed spaces, Order No. 902n. It requires the company to develop and approve local documents inside its safety management system, and the permit form is named among them. The difference from class 3 is thin but real. In class 3 the rules simply give no form; in class 4 drafting one is an explicit duty of the employer, and a missing form is the first thing an inspector sees.
Can you change the blank?
A claim circulates online that the forms are unified and editing them is forbidden. The primary sources say otherwise. In every act above the form is introduced as a "recommended sample"; the words "mandatory" or "approved" appear nowhere near it. Checking takes a minute: open the act and find the paragraph that introduces the permit.
The practical rule fits in two lines. Adapting the form to your process is allowed: add a line about the method statement, expand the briefing table, merge two blanks where the acts permit a combined permit. Dropping required data is not allowed: crew list, safety measures, responsible signatures. If a required line is missing, it no longer matters which sample you started from. What every permit must contain
The forms differ; the data set repeats from act to act almost word for word. This is the list you may never cut when adapting a blank: the organisation and unit where the work runs; the scope, place, time and conditions; the harmful and dangerous factors; the safety measures for preparation, execution and completion; the crew by name and the responsible persons; the validity period and, where provided, the extension record; the signatures of the issuer, the admitting officer and the work supervisor; the targeted briefing with signatures; and the closure record with date and time.
Self-checking is simple. Take your act, copy out everything that follows the words "the permit shall specify", and compare with your blank. Every missing line is a future item in an inspection notice.
Paper or electronic?
The second axis of classification is the medium. Electronic permits are legal where the act says so, and the acts attach conditions. FNP No. 528 is the most explicit: electronic issue and registration are allowed if unauthorised editing is ruled out and the permit is stored for one year after closure. The fire safety rules allow electronic hot-work permits under the electronic signature law, and FNP No. 531 allows an electronic permit register (clause 141). What the norm requires is a system: records protected from backdated edits and kept for the set period.
Permit, site-access certificate, competence card
Three documents get confused most often, and construction issues two of them at once. Under Order No. 883n the site-access certificate (Annex 1) opens the operating facility's territory to the contractor and fixes both parties' measures, while the permit to work (Annex 2) authorises the specific crew among harmful and dangerous factors. The competence card is personal: it proves one worker is trained and admitted to the type of work, Annexes 1 and 3 of Order No. 782n for height, the knowledge-test certificate for electrical work. A permit signed for a worker whose card has lapsed does not work; one document authorises the job, the other proves the right to do it. Who signs each paper is covered in who issues the permit.
How do you pick the form for a specific job?
Five checks in order; the first "yes" ends the search.
- Is the work at a hazardous production facility? Take the Rostekhnadzor FNP: No. 528 for gas-hazardous, hot and repair work, No. 531 for gas networks.
- Is the work named in an industry labour safety order? Height 782n, electrical 903n, construction 883n, confined spaces 902n, welding 884n.
- Does that act attach a sample form? Take it and adapt.
- Does the act set a mandatory data list instead? Draft your own blank and carry the list verbatim.
- None of the above? Approve a form in your safety management system as a local document, building the work list on Annex 2 of Order No. 776n.
Acts overlap. Welding inside a tank is Order No. 884n and Order No. 902n at once. The rule: take the stricter form and include the requirements of both acts. Order No. 883n explicitly allows one combined permit when several types of work run together.
Where do foreign contractors go wrong with forms?
Two habits cost international companies money here. The first is bringing the corporate form. A global contractor's English-language PTW form, however mature, is not what a Russian inspector checks against: the reference is the annex of the governing Russian act, and the working documents on a Russian site are kept in Russian. The corporate form can run in parallel for internal control, but the Russian-form permit is the one with legal force.
The second habit is treating the form as stable. Russian safety rules carry expiry dates and live amendments: the fire safety rules run to the end of 2026, the agriculture and metal-coating rules to 1 September 2027, the main labour safety orders to 1 September 2031, with amendments inside those terms, such as the 2025 amendment to the electrical rules. A blank downloaded once and reused for years drifts out of date quietly. In my supervision practice the fastest audit of a contractor's readiness is one question: which act and annex is your permit form based on, and in which edition.
How does this compare with UK and US practice?
In the UK, HSG250 offers model permit forms as guidance, and each operator designs its own; in the US, OSHA prescribes permit content for specific hazards, such as confined-space entry, and leaves the layout to the employer. Russia sits between the two: the layout is adaptable, like the UK model, but the content list is statutory per work type, like the OSHA approach, and the source of the form changes with the site. The practical consequence for a foreign HSE manager is the classification above: always start from the act, not from the form.
What to remember
The form is dictated by the act for the specific work, not by a "type of permit". Start with the question of which act governs your job; look for the blank second. Almost everywhere it is a recommended sample: adapt it, but keep every piece of required data. Where no form exists, the employer approves one. Who approves the form when the rules give none?
The employer. That is how Order No. 902n for confined and enclosed spaces works: it requires the company to develop and approve local documents, including the permit form, inside its safety management system. No form in the company is itself a recordable violation.
Is an electronic permit as valid as a paper one?
