About the project

WhichPermit.ru is an English reference on the Russian permit-to-work system: which permit a high-hazard activity requires, who signs it, how long it stays valid, and what a failure costs. It is the English counterpart of the Russian reference КакойНарядДопуск.рф, written for expats, foreign contractors and HSE professionals working on Russian sites.

Who writes it

The reference is maintained by Rustem Khusnutdinov, HSE & Industrial Safety Specialist. Areas of expertise: work permits, occupational safety, industrial safety, high-risk work.

Where the information comes from

Every article is based on the current Russian regulations: the Labour Code, Ministry of Labour orders (including Order No. 782n on work at height), Rostekhnadzor safety rules and the administrative and criminal codes. Legal acts are quoted from the official Russian texts; English pages give summaries and always link to the verbatim Russian source, because only the Russian text has legal force.
